I am writing to ask you to oppose Gillian Mackay’s Abortion Services (Safe Access Zones) Bill when it is debated and voted on on Wednesday, June 12, 2024. Such legislation is neither necessary nor proportionate and would infringe on a fundamental human right – freedom of speech.
I am shocked that people could be fined tens of thousands of pounds for praying and offering help to women outside of hospitals and clinics which perform abortions.
Pro-life vigils are a peaceful presence. There has never been an arrest relating to pro-life vigils, and Police Scotland have confirmed that existing legislation is sufficient in the event of intimidation and harassment – but no behaviour of pro-life vigils has ever met that threshold.
The proposed bill makes explicit mention of ‘silent vigils’ and to prayer. To criminalise prayer and thought is an alarming precedent to set.
Pro-life vigils aim to reach women who may not want an abortion, but feel it is their only option. These women may feel this way because of lack of resources, lack of support, or they may even be facing coercion. A poll commissioned by the BBC in 2022 found that 15% of British women (aged 18-44) had faced pressure to have an abortion that they did not want. Pro-life vigils signal to these women that there is an alternative – and can direct them to the help they need. These vigils uphold the dignity of all people – both women and unborn children.
This Bill is also an extremely concerning attack on freedom of speech and expression. In a free society, people should be able to express the view that abortion ends human life and hurts women.
‘Safe Access Zones’ are illiberal, discriminatory, and cruel. Pro-life people must have the right to bear witness peacefully in public, and women must have the right to receive the information and support they offer.

The Abortion Services (Safe Access Zones) Bill, introduced by Gillian MacKay MSP, is in its final stages and will be debated and voted on Wednesday 12th June.
This Bill is a direct attack on civil rights guaranteed by the European Convention on Human Rights. It also removes a lifeline for women who want to keep their baby but feel they have no other choice than abortion.
We need a colossal push to persuade MSPs to vote against this draconian and regressive legislation.
