Edith Schippers, the Netherlands' Health Minister, does not give an age threshold for the proposal.
The Dutch government has announced plans to draft a law that would legalise assisted suicide for people who feel they have "completed life" but are not terminally ill, or even suffering.
In a letter to parliament, Minister Ard van der Steur of Security and Justice and Minister Edith Schippers of Public Health said that people who "have a well-considered opinion that their life is complete, must, under strict and careful criteria, be allowed to finish that life in a manner dignified for them".
The letter said that "because the wish for a self-chosen end of life primarily occurs in the elderly, the new system will be limited to" them, but didn't define a threshold age.

Paul Tully, general secretary of SPUC Pro-Life, said: "This news shows how rapidly society can lose respect for people deemed unproductive or unwanted once euthanasia is legalised. This proposal will accelerate the killing of elderly, disabled and vulnerable people. They are the ones who will be made to feel that their lives are complete."
Chairman of Poland's ruling party aims to outlaw abortions for Down's Syndrome
Jaroslaw Kaczynski, chairman of Poland's ruling Law and Justice Party, has said that his party is drafting a new bill that would outlaw abortion in the case of foetal illness or disability.
He said that there are around a thousand legal abortions each year, primarily because of Down's syndrome, adding "We hope that soon this will not be the case. This is our goal."
This comes days after the Polish Parliament voted down a bill put forward by a citizen's initiative which sought to ban abortion completely. Mr Kaczynski said in an interview that "We will strive to ensure that even in pregnancies which are very difficult, when a child is sure to die, strongly deformed, women end up giving birth so that the child can be baptised, buried, and have a name."

New York abortionist accused of manslaughter after woman bleeds to death
A New York City doctor has been indicted on a manslaughter charge following an abortion in which a woman died.
Dr. Robert Rho is accused of not doing enough to keep Jamie Lee Morales from bleeding to death after her artery was severed during the abortion. The Attorney said that Dr Rho performed another procedure to try and stop the bleeding, but then let her leave, although she’d collapsed and seemed disorientated.
As she was driving back to her sister's Bronx apartment, Ms Morales passed out and an ambulance was called. She was given six units of blood in the ambulance but medics were unable to save her.
Dr Rho faces up to 15 years in prison if he is convicted.

Abby Johnson announces she is pregnant with twins
American pro-life speaker and activist Abby Johnson and her husband Doug have announced that they are expecting twins.
The former abortion worker, who is now president of Then There Were None, which seeks to help people leave the abortion industry, announced the happy news via a video on her Facebook page. The twins are new siblings for the couple's five children, one of whom is adopted.
