Angela Merkel's governing CDU has rejected the proposal
The German National Ethics Council has voted to call for the decriminalisation of incest.
In a statement, the council said: "The fundamental right of adult siblings to sexual self-determination is to be weighed more heavily than the abstract idea of protection of the family."
The Christian Democratic Union (CDU), the ruling party in Germany of which Chancellor Angela Merkel is the leader, has rejected the proposal.
